What would have happened if Bethesda chose to make their fallout 3 set in the west coast?

How did ghouls work in FO1-2?

I thought it took a long time to become a ghoul.

It was. It's still daft.

Unless you're Moira Brown, the ghouls from Camp Searchlight or Jaime in the Dunwich building, it takes longer than a few minutes or hours to change. Not sure if FO1/2 gave a time frame for ghoulification though.

Considering radiation exposure leads to death, even in fallout, it seems Ghouls are a special case.

Maybe contact with mutagens and radiation? Who knows.

From what i've heard, the reason some people turn into ghouls and some don't is mostly luck and the reason those people turn into ghouls at all instead of keeling over is because they've been exposed to the airborne strain of fev from an air force base that was nuked.

Although, I would have happily accepted a new infection/mutation/etc which makes 'ghoul like creatures'.

Hell, I'd be all for flat out zombies, as long as they were explained well, Fallout has ridiculous tech and biology tampering.

Zombambos are easy - weaponized rabies.
 
Honestly? We would have gotten the same game, but instead of Washington it would have been San Diego or something. Maybe Portland. The worst thing? It would have made more sense, with the BoS, the Enclave, and Super Mutants around...
The exact same F3 game, only with the words "Necropolis" instead of "Washington DC" could -maybe- have kind of worked, if it took place during the war between the Brotherhood and the Unity's army between F1 and F2, fighting to hold their grip while their master is dead.
The water purifier could have been introduced as the reason why the NCR got so big, and the Enclave would have been recon units coming from the oil rigs, trying to interfere with the mess. It would have been as mediocre as before, but at least, it would have had some cohesion with the canon. It would have even encouraged the new players to play the previous titles, just to have another perspective on the events.
