Why don't we have cars?

We have a functioning monorail, functioning helicopters, functioning planes, and functioning giant complicated underground bases.

Yet NOBODY BUT THE CHOSEN ONE has attempted to get vehicles working?

Why?

I mean sure it would take away from the whole "exploration" thing, but why don't caravans use cars or why don't we have a TES style "taxi" you can pay for. All they'd really need is to use energy cells which the mercenaries they would have hired to protect the caravan for days would have used anyway.
 
The cars were there but implied for technical limitations at the time.

They're there. It's game logic. You don't see them for the same reason NCR is only three maps, only has 1 councilor/senator, and only about 40-50 people in its city limits. That's why the Chop Shop in Reno exists, why the bum outside of NCR offers to watch a car for you before you show up in one, and a reason that NCR built a garage in Shady Sands.

So to explain "game logic" in this instance, there's nothing precious about building a car of your own if you can steal one – or if somebody else in town has one. Or in the words of one designer (me), "there's no good reason why a PC would want to undertake a fucking huge Fed Ex quest to rebuild one if they can jack one from the locals." The last part is especially true considering town-wide mass murder is possible in both Fallout 1 and 2.

And before you get the image of tanks and jeeps flying around everywhere with heavy machine guns mounted on the back, most of that junk is old tractors and crap like taxis, old buses, snowplows, and even old construction equipment. It's possible that mysterious old steam-truck mentioned in the bowels of the F1 data archive is still lumbering around somewhere. The caravan houses of the Hub, in particular, around the time in Fallout 2, have been looking to further its trade influence, and new vehicles (and types of transport, such as trains, boats, or barges) have been eagerly sought after for carrying large amounts of trade goods vast distances. Good ol' human greed will move mountains. Or at least rebuild things that can. Once they learn of the Enclave's presence in the North, they are likely to have huge bounties promised for vertibird plans - or better, a working vertibird.

What do you want with them if you dont have the streets ?

Yes places like New Vegas or Reno or Vault City keep some form of "technology" around. Vegas even has this rail system and all. But think about how much trouble it is causing to keep it working. Streets would require even more work then rails. Trains have been around for a long time before cars anyway. I am not saying its completely impossible. For those which have the knowledge and resources this might prove to be a good thing. Though it seems unlikely that a large number of them are driving around.
 
What about just fixing one of the motorbikes ? It would be possible !!! And you wouldnt need roads if you had offroad bikes.

In New Vegas I was hoping for some sort of transportation like that.

Gameplay reasons. And there are cars in the Fallout world, like written in a post above. You just don't see them, because there just wasn't enough free space for it.
 
You get to see them in New Vegas. The NCR is using old military trucks to haul equipment and weapons around. There is a truck repair depot at McCarran (right from the entrance, look for tire stacks) and loads of old trucks in the courtyard itself. You don't see them working because Gamebryo is a shitty engine.

Then why do the characters imply that they use Brahmin to move stuff everywhere?
 
My guess is because they don't want to waste the batteries on simple, expendible supplies. Plus, not everyone has tight enough connections to NCR to get their hands on said trucks.

They never state outright that only Brahmin are used. With all their strength and usability, Brahmin are limited in their usefulness, since they have limited encumbrance. Guns, ammo, food, water? Okay, easy enough to carry. Industrial equipment, tents, medical equipment such as operating tables, anaesthesia machines etc.? These require a more stable, efficent mode of transportation.

There are too many opportunities how to puncture a tire in wasteland, in contrary to a very few opportunities to obtain a new tire. (Well, T-Ray has managed to develop some anti-grav technology, but anyway.)
