Shady Sands facilitated its formation but it started as an alliance between Shady Sands, Junktown, the Hub, and Adytum. All of those other places are pretty much regular Americans (even if the Hub tries to have a bit of a Middle Eastern bazaar vibe) so it’s logical that that culture would dominate.
