Does Fallout 3 discourage character builds?

I've had this on my mind for some years now. But the overall way the game is setup it feels like Fallout 3 very much discourages you from going into a certain character build. From simply not having traits, the perk list feels very constricted, and in general it's just way too easy to become OP and simply finding bobble heads raises your base stats and then the skill books tend to be too plentiful. Like having your character be a master of a trade is more sinful than being a jack of all trades and master of all.
From my experience with 1,2, and New Vegas. Trying to dump points in everything and become a jack of all puts you at a bit of a disadvantage against higher level enemies who specialize in certain modes of combat or are armed with certain weapons. Thoughts?
 
You can literally have 100 in all skills by the time you reach level 7.



The game actually prevents you from specialising by drowning you in extra skill points.
 
Because the entire thing is supposed to be a power fantasy, Bethesda purposely made the entire skill system so easy to break by showering the player with skill points and get 10 on all stats extremely easily. So of course there are no builds since you can max out everything.

I'll add that people bitched about the game being too easy at release, and what was their solution? Make every enemy a bullet sponge, or have crap like Mirelurks ignoring DR with the DLC.

I remember when I first played Fallout 3 how easy the game was. My character was literally perfect and a powerhouse at around level 10. With New Vegas I had to really plan ahead on what skills I wanted to improve or what perks I wanted to have. Anyone that says that Fallout 3 is tough I want to know what shit you are smoking.

Fallout 3 is piss easy.

But over time I've found New Vegas to be easy as well. Probably just because I've played through it 40+ times with every faction and know all of the ins and outs of the game.

Granted though, I have no real desire for difficulty. If a game is challenging to me, then cool, if not then whatever. I mostly look for story these days.

I'm certainly in a minority.

I always toughened fallout 3 up with the FWE mod. But it doesnt help still that skill books are everywhere and you get a perk every level. Really wish there was something as close to a Jsawyer ultimate mod for Fallout 3 that prevented you from being OP. But I imagine you cant move FNV assets into Fallout 3
 
I made Fallout 3 harder by playing the game while holding in a large shit. It added excitement to the game.
