Emil Pagiarulo doesn't say anything on VATS and PA issue

since we're kinda on the topic of how the gear and stats interact in combat, I'm tempted to bring back up the fabled "DPS" that they spoke of before..

I was thinking about shotguns, and I wondered, how can Damage Per Second apply to a single shot ranged weapon?

for example, the fatman, or a pipe rifle.
or a shotgun or bolt action sniper rifle.

Why would they institute a stat like that unless they planned to have a majority of automatic ranged weapons?

It just seems confusing if you think about it in terms of a double barreled shotgun, or similar weapon. It gets even trickier to wrap your mind around when you consider that they plan on having melee weapons..

would wearing the PA directly affect your DPS with a sledgehammer, or just add a value to the final damage done on each swing (like the melee damage derived stat in FO)?

shouldn't you swing faster if you are stronger and more capable of lifting a super sledge, and harder, thus causing dramatic changes to your DPS, or is this DPS just an ambiguous stat on weapons that doesnt change no matter what your player character's stats are?
 
DPS and DPH "Damage per Second and Damage per Hit", Usually are scaled differently. In "God forgive me" WoW for example, if a 2 handed war-hammer has a DPS of 3, and a dagger has a DPS of 27, that doesn't constitute the dagger being more powerful. The warhammer would have a DPH of 45-70, plus criticals , and the dagger would have hypothetically 9-12 DPH. It makes sense, for they are different measurements looking from different angles for the same thing.



Hopefully the system in FO3 is at least constituting this uncomplicated simple logic into the combat. If not, well... poop. My lead pipe would be more powerful than a Minigun no matter what my stats are.
 
At this point in time, I can only come to the conclusion that Bethesda is now releasing intentionally false information in order to draw out a negative reaction from the fans.

In a word: Sadism.

The thing with WoW though is that the main reason DPS isn't the most important stat is the way special attacks are worked, mostly Instant attacks but also a couple of others (Slam, windfury). These attacks are out of sequence with the normal swing timer and as such favour slower weapons because of their higher DPH. Unless there is some kind of similar mechanism to artificially enhance the value of lower DPS items (V.A.T.S ?) it should be the best way to determine the strength of a weapon on a case by case basis as it gives you the full picture of it's potential. If you have a weapons DPH but don't know its speed/rate of fire it makes it more difficult to determine the better option although a little trial and error should give a decent gauge of effectiveness and anything that is hard to tell the difference between probably has not much in the first place. It's probably the best way to easily convey the difference in weapons for FO3's hybrid type combat, we still don't know how the game will balance RT and VATS but hopefully AP cost will translate directly into rate of fire in FPS mode. eg a weapon that takes 2 AP to fire will fire a round every second while a 4 AP weapon every 2 seconds.
