IIRC, enemies can sometimes get to attack before you can even move. It's the equivalent of playing Yu-Gi-Oh and your opponent draws into all five Exodia cards on the first turn.

Enemies get the first turn every single time you encounter them; there are instances where the player can die BEFORE they get their first turn. What part of that do you not understand? Do I have to draw with fucking crayons, make a picture, and then send it to you so you can finally get it through you? You can STILL get killed, even before you do ANYTHING, even before you get a fucking turn.

No shit. Fallout 2's encounter system is a cheap way to artificially increase the difficulty in the game. I have over 5 years of experience playing these games; I know when to run if I have the chance, and if it is possible.

The game is hard (again, only in the first few levels, or just on your first/second playthrough) because it places players in certain positions with enemies that are obviously either OP or too numerous to escape from early on, and this often happens when you travel from Klamath to the Den, or from the Den to Modoc.

I literally can ignore raiders, gecko, etc.

The only creatures which can even touch me are ranged people with good skills (high tier combat armoured bandits and ENCLAVE) and maybe deathclaws.
 
Fallout 2 is brutal if you pick a gun character in the beginning. I remember my first playthrough I had to scavenge off the dead bodies of raiders when they raided caravans.

Absolutely.
Not that it's any easier if you go for melee, really. Especially with the RP the encounter rate and difficulty is quite high, and raider parties often obliterate you within two rounds or so. Not even a chance to flee!
In order to get past this you really must know how to create a character to maximize your initiative and everything, or it will just be really hard, enforcing savescumming.

It is dependent on the surprise round. Sequence only kicks in after the surprise round.
The surprise round means that which side has it, they act in the first round, no matter how high or low their sequence is. For example, if who is acting in the surprise round also has a higher sequence, then they have two rounds in a row, the surprise one and the normal higher sequence one, then the other side(s) has their round(s) and after that all is normal with one round each.

Fallout 2 is NOT HARD, in fact it is a relatively easy game. I am playing on HARD + ROUGH difficulty and I don't find the game difficult at all. Why? Because there are a few simple mechanics to exploit which makes it very simple right from the start.

(1) Start with 10 Agility and you will win every fight until people with guns show up. I never take any damage in the Temple, I don't take any damage fighting Golden geckos, I don't take any damage fighting the Rat God. I kill all of these with empty hands, I don't even need a spear and I do not invest any skill points in unarmed combat except for the free training from NPCs at Arroyo and Klamath. It's very simple... Practically nothing in the game has 10 AP. Most have 6, 7 or 8. It takes the enemy 3 AP (min) to attack you. So if you attack him with 3 or 4 AP, then use the remaining 6 or 7 to move away from him, even if he has 8 or 9 AP, by the time he expends 6 or 7 AP to come next to you he no longer has enough AP left to execute an attack -- which costs 3 or 4 AP (min). When I run out of room to back away, I let the enemy come next to me then use all 10 AP to run past him in the other direction ending up (again) 6~7 spaces away from him. Even if my chances to hit is 18% if I can always attack without being hit back, I'll always win! Exploiting this mechanic will make you essentially invincible in the early game.

(2) When you get your first gun(s) the aforementioned still works against anything without ranged attacks. However, on HARD + ROUGH difficulty you'll never win as one man against multiple enemies with firearms. As is the case with reality, when there are 6 enemies armed with guns attacking you when you are alone, you can't win. BUT, if your Agility is 10 and Perception is relatively high 7+ you are going to act first and you'll be more than 10 spaces away when they fire their first shots. Chances are you'll get away before dying because they'll miss a lot at longer ranges.

(3) So how do you engaging humans with guns so you can loot their weapons and get better guns for yourself? Simple. DON'T FIGHT ALONE, period. Join a Caravan, help some gangsters or simply only engage when the bandits are fighting merchants. Apart from that, just run away. You can level up fighting animals that don't shoot back!

(4) Fallout 2 is an old game and I am replaying it today in a self imposed "Ironman" rogue like mode and on HARD + ROUGH. That is I do not save to reload for do-overs. If I make mistakes in actions I live with the consequences. I only save when I am leaving the game. If I die, it's game over, period. If I die I re-create a character and start over from the beginning. It has been two decades and I have forgotten the details and story of the game sufficiently that it is entertaining. Only by doing so is Fallout 2 of meaningful difficulty and challenge.

I've been playing Fallout games since the first Fallout game came out in the 90s and I agree with you but not entirely. Yes, the temple of trials is a pain in the ass. But after that, if you know what to do, you can become powerful very quickly and then deal with the toxic caves and what you need to do in Klamath. This requires you to be kind of evil though. There are many parts of the game that should be avoided until you get better weapons, armor and reach a higher level. You aren't supposed to be using the pipe rifle for more than a short time.

Here's a few videos of me doing the Temple of Trials with all the pre-gen characters. Maybe it willll give an idea on how to beat it quickly for players that need it.

I wasn't even doing it in an optimized/perfect way and it still only took around 4 minutes to beat that darn starting area with each character:

I had no idea there was even a game after the temple of trials. I've never gotten past it, and it's soiled my taste in FO2 singlehandedly. It keeps beating the shit out of my zoomer ass.
 
Everything in the temple, except Cameron have such low action points that you simply hit the critter once and run away, then allow the critter to approach you again (do not approach the critter and waste your AP) let it waste its AP, then smack it once, and move away - rinse and repeat. Cameron is the only true challenge. Save before approaching him, do not fight him instantly but choose to prepare, then try to steal the key from him. If you have speech just talk your way past him.

The temple is simple if you have some basic knowledge of the game, if you're a newbie who thinks they have to charge in and kill everything in the temple, then your will suffer. I play the game on the hardest settings and have never reached a place I couldn't pass. Sometimes you have to position yourself in a particular spot to improve the odds, sometimes you have to run from a battle, sometimes you're super lucky with an attack, sometimes you're super unlucky and have to reload a save. The game has a level of unpredictability, which makes the game so replayable.
 
FO2 is way harder than FO1 until you reach Vault city it's hell on earth don't feel bad about it and ignore people who mock you they just hide the fact they were once newbies like you here are some starting tips
I recommend these starting skills
  • Small Guns: Because you should use this for your primary combat skill for most of the game.
  • Lockpick: Because there are many, many locked containers and doors and you'll want to open them with a minimum of fuss.
  • Speech: Because you want people to like you and be impressed with you and give you quests and do what you tell them to.
SPECIALS: ST 5, PE 7, EN 4, CH 1, IN 7, AG 9, LK 8.
Level 3 Awareness, level 6 Quick Pockets, level 9 Better Criticals, level 12 Living Anatomy, level 15 Bonus Rate of Fire, level 18 Gain Agility, level 21 Action Boy, level 24 Sniper.
Traits: Small frame, Finesse.

This is the sniper build I used you can kill almost anything with it
you should also get 150% in small guns skill
in late-game your stats are going to look like this ST 10, PE 8, EN 4, CH 1, IN 8, AG 10, LK 10.

Also, there's no point in using targeted blows in Temple of Trials or just afterward since critical hits are disabled for the first day of game time. Critical failures are disabled for the first five days.
