Well if you twist your head a little like this, close one eye, poke the other one with a finger, yes it does look somewhat like the original Fallout.
Only now my eye hurts.

Well I take it this reviewer meant it from the point of gameplay view, as aesthetically it doesn't look at all like the original Fallout, you can't even really call it an update of those graphics, more a re-interpretation and then more with a a gritty action game theme.

I don't even find it really comparable with Deus Ex or System Shock 2 (Bioshock doesn't count) which some people might bring up as games with a similar feel.
Its a bit difficult to describe it really why this feels like an action game and not an deep Role Playing Game, perhaps the lack of small windows and menus through which you can access statistics or call up commands such as repair, medic etc.

Really looking for words here now.
It really feels more like some generic Xbox game than a Fallout game, it has extreme enemies, extreme weapons.
It doesn't even look really clever.

Think about it, when you see a retarded kid, you don't expect much from him, right? That's the same deal as with gaming journalists- don't expect too much, actually- don't expect anything. They're just people who write about stuff they know nothing about. So when one says "FO3 is faithful to its old-school predecessor" just nod.
Actually, I personally give more attention to little details in the text. VERY little details. Have you noticed how he says that FOE starts 30 years after FO2 ended? That, of course, is untrue in many levels. FO2 doesn't end, and if you consider the last cutscene the end, then it's impossible to determine when it occurs (although it's possible to say it's somewhere around 2260?). BESIDES, it is 30 years after it started. This just shows that the writer is a JRPG fan, nothing more.

I lie. It also shows that he hasn't played either Fallout game.
