So, they were intending a burst firing flechette-gun for Fallout 2? I'm pretty sure that it would fit the setting more than RL modern weapons...

My conclusion: They're caught between nostalgia (having played FO themselves when making/releasing TES games), a vision of how they would have done it (fantasizing about it for 10y), and some impulses connected to current change in the gaming world (consoles playing next-gen stuff in stead of Super Mario and the likes, and selling better because of piracy issues with PC).

These simple factors, combined with their Oblivion experience, and the general human lack of ability to objectify one's own thinking, have lead to what we see.
I think you got to deep into it. They wanted to make FO3 because they thought it would be fun, but when they started it turned out to be a lot of work. So they decided to add VATS to Oblivion and persuade everyone that it's great.
