Huh? I thought that the former Black Isle people were only working on Fallout: New Vegas at Obsidian. New Vegas isn't a sequel...

Unless Bethesda hired some new people. I always assumed that the Bethesda team will be doing the direct sequels, such as Fallout 4.
 
1) Any perspective as long as it's done well. There's plenty of options for solid TP/FPS combat that is still influenced by stats, it just wasn't implemented well in F3
2) Good dialogue and storyline
3) Proper voice acting
4) Characters move in a way that appears somewhat human
5) Meaningful choices that potentially have a profound impact
6) Balanced weapons and character progression system
7) Either a continuation of Fallout lore or a verisimilar deviance attributed to change in location, etc
8) Plenty of gore, but not exploding limbs on every second shot
9) Multiple options such as diplomacy, sabotage, coercion
10) Gear-based reactions, to a certain extent - drawing your weapon could have multiple implications
11) No level scaling, balanced gradient of player growth
12) Open world devoid of hand-holding
13) Dynamic and realistic characters
14) Time and weather based modifiers for characters/enemies, time-based events (raiders attacking at night, etc)
15) Relatively realistic implementation of locational damage/aimed shots
16) Possibly a fatigue + hunger system
17) Enemies that actually have different AI styles - suicidal/cautious/professional etc - and react accordingly to characters of diferent difficulty, raiders won't take on a Power Armored soldier with a pool cue
18) Humour!
19) Faction-based interactions, the ability to join and help/hinder factions
20) Choice of character backgrounds each with their own implications

Usual stuff, yada yada...
 
My Fallout 4

Game and Technical Systems
-RAGE engine
-Stats/traits/perks/companion system/reputation/other game mechanics in line with those in New Vegas
-Voiced player characters (one male, one female) with a name that can be referred to by NPCs (similar to how Mass Effect handles this)
-Background stories (Vault Dweller, wastelander, etc) complete with origin storyline for first hours of the game (see DA:O)
-Revamping of skills so that they can apply to almost any situation and can be combined for greater effects but ALSO let you choose which effect you wish to attain:
  • High Speech can convince a gang leader to leave a village alone OR to convince him to continue destroying the town but leaving some loot for you once he's done (currently only option #1 exists)
  • If you also have high Barter, you can bribe the bandit leader to go out of his way to attack other villages, such as another shanty town free for the looting (Bad Karma) OR a town that is home to super mutants, leading to the demise of the gang (Good). The only time this happens in FO3 that I can recall is with the combined Speech + Intelligence checks with Col. Autumn. These things need to be the norm.
-Due to the above, we need to bring back FO1/2 skill leveling scaling to make it MUCH harder to max all of your skills. You can be hybrid but suffer in high level skill checks or you can specialize to be amazing at a select few things but be unable to do anything at all in other situations. Intelligence is WAY too important for a single stat.
-Support for importing FO3 save games to allow previous decisions to affect the new story; see Mass Effect 2 (i.e. your choices regarding Megaton, Temple of the Union, Paradise Falls, Big Town, Canterbury Commons, etc have lasting effects on the entire wasteland)

Setting
-Set in DC sometime after the events of Broken Steel (~15 to 20 years or so; Arthur Maxson should be old enough to be an essential character in the BoS)
-The goal is to progress the story similar to how FO2 built upon FO1. That is, civilization is advancing again and building up with lots of fighting between towns and factions all vying for ultimate control over the Capital Wasteland. This can be achieved via the following (just an idea):
  • BoS OR Enclave in control of Capital Wasteland and has bigger numbers (depends on your choices in FO3 and Broken Steel); other major factions are Outcasts, Talon Company, and Regulators
  • Depending on your background you will already be loosely affiliated with one side and well hated by its main competitor (Outcasts vs BoS/Enclave, Talon Company vs Regulators), although you can choose to fight for or against whoever you wish as the game progresses
  • Super Mutants mostly wiped out, but other major threats in the wasteland do exist and have further mutated. I'd like to see Ghouls mutate into something more threatening than trees or Feral zombies.
  • Other towns have been building up (again depending on the choices you made in your previous savegame) and are also having their own political and financial issues; siding with certain towns at the expense of others will help finance the resources and people required to win the ongoing struggle for control
