It'd be a stretch for it not the be a reference. Even if the Graybox is a converted Fallout shelter, why would the signs still be there? It's no an active Fallout shelter. There are pretty much no other signs in the facility, it's completely out of place.
 
After taking a break from it for a while, I'm onto my second playthrough. Doing it on the "Recruit" mode so I can unlock Veteran next.

The only one? :shock:

There are several all over the place? (mostly to places leading down)

Anyhow it makes sense to me that an uberspy hole in the ground would have areas who are designed to be nukeproof & all that jazz.
