did anyone hear him say "the game becomes easier or harder depending on your skill" as in same MOB lvling in oblivion? I haven't really done much research to see if this a something that has been known for a while, but that really blows that its in FO3 too IMO.
That pretty much ruined all lvling and exploring for me in oblivion because it kinda defeats the purpose of it.

Does anyone know how it works in FO3 compared to oblivion?

OK, first time I post something here. I've been reading through the news section and forums for quite som time though. Anyways:

I think that what he was referring to in this case, was that when you use a particular skill for a certain action - pertaining to said skill - the level of difficulty depends on how great your skill level is.

What he said during the interview, and what you pointed out, actually made me wonder too though, since it was quite vague; but I believe this has been mentioned here before - that is: difficulty in achieving tasks is dependent on your stats alone, and no level scaling is involved. Except during certain cirucmstances like when you're on a mission which relates to the main quest.

I hope I got that one right. A bit tired.
 
They've said there will be some level scaling à la Oblivion. Presumably this is used for the main quest, so that people who rent the game and play just the main quest (the ~20 hours) will not experience a wildly different difficulty level compared to people who do every side quest (the 100+ hours).
