Here's teh problem with PVP...

the problem that exists for me in any exclusive PVP system is that the whiners are almost always on teh bandit/pirate side, and the system always begins to shift towards the whiners. And a good system of piracy almsot always because simplified to teh point of simply greifing. Yes I'm talkign about EVE and the farce that PV has become. At least when camping in everquest you didn't have to constantly worry abotu you life as you spend hours in a single spot grinding away, EVE you get to sit in the same spot, for hours grinding away on unsuspecting players, and they literally have no chance because devices have been added and game mechanics changed so that they do NOT had ANY chance WAHTSOEVER to run away. Between stasis webs, warp disrupters which not only prevent someone from manually warping to some where in the system, they affect the jump gates too. That's llike saying I'm tangled in a cargo net, I can get my arm out but because you have a rope tied to my leg I cannot open that door, and I cannot go inside to close it on you (manually maneuvering the rope under the door so it will glide over it) even though you're 20m away (why did you use such a long rope?).

If you're adamant that PVP be teh focus, as well as survival the rules would need to "be the same for everybody" and if someone is running away it really shoudl be a 50/50 chance of whether or not they make it (marksmenship skill the ultimate deciding factor).
