It is but not worlwide. If you know an American willing to gift it to you, you can do that, that's how I got it (and its expansion) on Steam. It's all on Greenlight for worldwide I think. Also GamersGate. So it's doable, and worth it, it's kind of a hidden gem, actually one of my favorites of the past few years.
 
A real shame that the people behind Drakensang had to yeah ... close it. Its still quite disturbing that they made some kind of MMO like browser game out of it.
 
Not a pleasant tale in its own right. The publisher didn't do much PR for TRoT even locally and they didn't even wait for the English localization to be out before shuttering the studio/turning it into a browser MMO studio for "lack of sales". The international release is actually fairly well localized, middling-to-decent voice acting, the translations are pretty well done, but they gave it zero PR, they just shovelwared it out there. I actually have a physical copy but it seems they only release the physical DVD + 90-page manual (also localized) in the Benelux? Weirder and weirder.
