That's why I always save a moment before the Skyranger reaches the UFO/city/enemy base and reload if a scenario with a bunch of enemies are right in front of the ship.

No idea, but I found a tool online that lets you get past it. I know the four most common glitching techs, and if it still bugs out, you can download the data the game needs for you to be able to research a tech, if I understand it correctly.
Here's the solution, though I haven't tried it out myself. This of course contains major spoilers (if you can call it that) for Terror from the Deep, for those who have not played it.
