Try - Google Maps and type in Las Vegas. Afterwards just screen grab the images and take them Photoshop and recolour, adjust it, etc.

Lol no no, I just Googled "Fallout Tactics new world map" and I saw this so I decided to comment never even thought about how old this was sorry for bringing back the dead.
