I can agree with most of that about detroit (I live within driving distance)
THe only thing missing (besides super mutants and rad scorpions is the radiation)
 
I meant New Orleans Post Katrina. Like three years post Katrina. Y'know, when it was still the same as two years ago. Or three years ago.

They send troops once to Somalia to help the people there. But no one ever wants to do something for Detroit or the US.

Depends on what part of New Orleans you mean. The tourist center has been restored and is pretty as hell again. But when I volunteered there I lived in the Lower Ninth, and it's a shithole. I think the return rate was somewhere around 20%, and the houses were either dilapidated and abandoned or washed away by the water so there was nothing left but foundation.

But if we're talking about Fallout, Detroit would probably have a better feel, being all industrial and stuff.

It's as much a wasteland, though I suppose New Orleans has more of a "humans are gone, plants are taking over" vibe to it, while Detroit is more just decaying post-industrial. They, or parts of them, are still just shitholes. The NOLA rebuild has been a catastrophe to levels people don't usually like to think about.

Actually, a lot of the criminals are coming back to new orleans. On my last visit there, for four weeks, there was a shooting every day - four within half a mile of my hotel.

New Orleans sucks donkey ass.
