I personally can't stand Frank Horrigan in Fallout 2, such a one dimensional 80s super villain with no depth to him other than the fact that he's a monster. It mainly sucked after seeing such a well written villain in Fallout 1 (the master).

Horrigan is just a big wall of smoke. The real antagonist of Fallout 2 was the president Dick Richardson, a plain old man.
