Your assumption is correct. Technical-wise, the game works very similarly to the original Fallout games. The intent is to overcome limitations of that era and make things bigger, more dynamic and more eye-pleasing.
Makes sense. It’s a relief not being stuck with SVGA and its dithered 256-color limits. Games like Pillars of Eternity and Disco Elysium have nailed that sweet spot between old-school charm and modern polish (Shadowrun too, though to a lesser extent). And even if it's all pure sprites without the slick hybrid rendering tricks, there’s still a hungry niche out there drooling over those rare screenshots New Blood drops soooo infrequently. I hope there will be enough sales to keep the interest!
