Matt Grandstaff has been offering info in the Honest Hearts thread. On level cap:
Each DLC will raise the level cap by 5. So including Dead Money, if you've got them all, you'll have a cap of 50.

If the prospect of being level 50 makes the game too easy for you.
And for you, I have good news. If you’re concerned that the new level cap increases will make the game too easy for you, I've got a couple things to note:

1) Congratulations on being hardcore
2) Old World Blues will offer a new trait (and respec your traits if you've already chosen them) that will allow you to cap your level at 30 (or current level if you’re already over 30).
On playing beyond the main quest.
Unrelated, wanted to note that none of the upcoming DLCs will allow you to play beyond the main quest (for the same reasons noted by the developers prior to the game's release).

I wouldn't be so quick to doubt. The "ghosts" were pretty dang sturdy (ok, so I got my ass handed to me near the end of DM).

EDIT: @Gstaff comment

What a strange way of attempting to address the issue. :|

But it looks like if you make a new person after getting it, and you don't want to go over 30 you have to give up a trait for that one.

Decisions Decisions.

Somethings wrong here. That sounds more like a perk than a trait.

At least they gave me an option for not being an uber god.

It's more than I'd hoped for.

Does it matter whether you cap at 50 or 30? Either way the game is still way too easy.

Well, I'm on PC, so I can use mods. But after some playthroughs I agree the game becomes indeed easy, but this only happens after 5 or 6 times.

I wish Obsidian tweak some enemies and the AI rather than the skills, altough PE, AG and sneak definitely need improvements more than anything else.
It doesn't matter if your sneak skill is high or low, the detection rate is always the same, as well your sneak in day or night; PE is useless, the only purpose is using a radar; AG could have more impact other than your AP points and reload of your weapons (I don't use VATS and why AG don't influence my character speed? It makes no sense).

As for the AI, why the game doesn't have more ambushes like the one you suffer when going from Nipton to Novac? If you pay attention, the two Viper raiders in the hill to your right only attack after you engage the one to the hill of your left and the other behind a rock in front of you.
Only then the two hidden in the right side open fire, wich makes you trapped in a cross-fire.

And the enemies need a tweak. In NV you don't have the levelling Dead Money has. You can go to Sierra Madre in level 12 if you plan your character carefully and the Ghost People will be levelled to you and will progress in difficulty from that. The enemies on the Mojave don't have this, is all the same weak ones (or though ones) in level 1 or 30.

This has pros, like Quarry Junction, but overall they become weaker as you level up and by level 20 nothing is a treath to you anymore.

It doesn't? :? It's supposed to do that as well. Just like PE is supposed to affect shooting accuracy. What the hell Obsidian?

With low agility it takes ages to reload your gun. It's not totally useless.

Not in the early levels with the new patch. Lots of ambushes, foes with guns that actually kill you, and Legion Assassins showing up really early. The patch really toughen things up for the beginning of the game, I'm curious to see the effects on the later levels.

I didn't said AG was useless, I said it could impact the character more than just AP points and weapon reload/holster.
PE is useless. ;)

It could affect the speed and the type of firearms you could use, since it's related to this skill. Instead, your speed is governed by the type of armor you wear, this could be a combination of EN and ST.
PE could work like the description, influencing your accuracy.
There's a lot of room for improvments in NV.

For those asking, the game beginning indeed became a little harder, but after level 15 the challenge goes down the drain again.
Things actually became harder for melee only characters.

One thing I wish was implemented is if you called your pip-boy or used something to heal in the middle of a battle, these costs AP points for the player.
This could change things a lot, since players won't be able to use the cheat system, aka as VATS.

I was going to start another playthrough sometime but maybe I'll wait until the GOTY edition so I can play all the DLCs without having to do a pre-end-save.

This is why you play games with mods on a PC! No having to wait forever to never to get what you want! Of course in some instances people shouldn't have to mod the game anyway...

A little off-topic, but GameSpy has an article about why some gamers like difficult games and some prefer easy games (I think this ties in with the whole level 50 = too powerful discussion). F:NV is mentioned in the article as well, notably as being a game that was difficult upon release due to bugs (I don't agree with this, so feel free to rock their message boards with disagreement as far as I'm concerned).

I think everyone here will find it a good, relevant read.
