There hasn't been any information about the project besides Sawyer's tweeted picture of a handbook to Louisianan territories, so Sawyer is most definitely a writer but aside from that we know nothing.

For those who don't know (I assume many) Obsidian names their projects by the order in which the states joined the union.

That the new project is codenamed after a state is nothing special. I will be surprised if they do three new IPs in a row, where Pillars is first, Tyranny is second, and Project Louisiana is third.
