It's a bit long winded cos there are a few methods. That bottom pic has REDACTED as transparent. If you use the function (on a paint program) Import layer from file, that pic would overlay any base picture. So best if bottom pic is larger than the transparent pic.

I know not all paint programs are the same. I use PAINT.NET. What I was thinking of was a Tutorial type of thing, where I take it slow, so a vid can be digested. It's no problem.
I could up it to Dewtube then post it.
 
I am figuring it out now. It's just every new program works a little different. Used to use Photoshop Portable 2016. One Giz posted is great and FREE.
