Military HQ? Sounds like a new location I haven't explored. Any idea where it is? I went all over the world map(save for the North west river and mountains that block travel) and I can't find it.

Have you met Doug? He's a guy in combat armour in Rainbow bar. If you ask him about his travels and he'll mark it on your map.
You might have to get his badge from the arena if he won't talk with you.

Alternatively you can steal his list and badge/ kill him, equip combat armour and walk in through the front door (Olympus location). You either need all items on his list or high Speech.

It is time based. Dad dies 10 days after you return to Tartarus for the first time and learn from the doctor that you need to find the cure.

Hello, any one know where to find Encyclopedia. NWO have no quest from the mayor

You will receive the Encyclopedia from the mayor once you finish the quest about choosing his successor. You do not get this quest from the mayor directly, but you complete it with the mayor. IIRC to start this quest you need to talk to the security guy standing next to the mayor's office.

One way to do this quest is to talk to mayor's wife about her husband constantly arguing with some other guy about politics, she will accidentally reveal that

the other guy that mayor argues with is actually the real "mayor son's" father

Additionally you need to talk to the mayor's son and his friend about the son becoming the new mayor. Then you can talk to the mayor and share your opinion about who should succeed him.

How can I make the Hog in Rainbow talk to me? From what I understood from a Russian walkthrough using Google Translate, Hog is supposed to give me a quest to make a peace with the Jackals, but every time I talk to him asking for work, he gets stoned and says he doesn't need me for anything.

There is no such option there. I got 106 of BigBats on me, tried talking to him, but there is only an option to change distance or to change the speech module, if I try to pick "asking about something else" I only go back to the main menu.

1. Is it possible to find the Oasis without getting the task from Defender Officer? I am looking for a way to not to slaughter its inhabitants;
2. Is it possible to join the Lumeniers against Olympus? I am sometimes meeting their patrols and encountered the Outpost, but nobody wants to talk to me despite saying that I am ok, not on their list and can go freely.

1 - yes. Schwein guarding the door is one way to go, and I suppose there are other ones. The location is bonkers, strongly recommend.
2 - no, sadly you can't join them. They are kinda sorta there to tease you. You can find their armor and quest associated with them. And they are walking karma thermometers, so if you are not in their lists, then you are doing a good job.

My reputation level is "Accepted", I have 133% speech and the Hog still dismisses me when I ask for work. Perhaps this is bugged?

I found the Constitution there, but when I came back to Livos nobody seemed to be interested in even taking a look at it. I even tried helping Soup in getting rid of his wife, but it did not change anything. In fact even becoming an Overseer doesn't seem to give me any power at all.

How exactly does this "mechanical memory" trait work? Does it apply also to combat skills? And how?

And one more thing, sometimes the game totally lacks any logic when it comes to the order of the tasks you are up to take. If you enter Olympus, no matter if

as a herald or Douglas, you can be almost absolutely sure that you will do both tasks for professor Grey, the ones related to Queen Chimera, before finding the guy on the floor above. So if you fix the machine for him he asks you to bring the battery from Zachkis, but at this moment he is obviously already dead! Now that is just stupid...

So I tried to go back few saves, got back to Olympus just to encounter an irritating bug: every time I try to use a biology card on the elevator and go to level 31 the game just crashes. I even tried a bit earlier save - same situation. At the current stage I don't have any other access cards. Did anyone else here met such a problem?

Just in case: the problem solved itself on its own, no idea how and why.
