It really depends whether or not you think exploits are allowed or not. I'd call most exploits cheats because they're weaknesses in the engine and thus not intentionally put there by the developers.

However, in single player speed runs, I'd say exploits are pretty much a fundamental necessity.
I think Half Hour Half Life has editing that sheds doubt on whether or not he did the whole thing in one run, or died and reloaded countless times and that's more cheating than anything else when it comes to speedruns.

It says at the link that her did it in segments and video edited tem together. It was not one flawless run :P

Ah, I always forget to check the descriptions. I thought he was just cutting off the load times to shorten it.
Anyway, segments are bad. Flawless runs ftw.
