It's the character who does the teaching who makes the roll. Most characters who can do this have the Teach skill, and they roll against this skill. On a success, the student gets an increase to the skill that depends upon the teacher's secret abilities (possibly increased by a student's special abilities as well). On a failure, there is no increase and another roll can be tried later, but time is wasted (the student just didn't learn anything). There may be teachers who do not need to roll. Generally, the student can't raise his/her skill higher than the teacher's own skill level, but there are some exceptions.
Note that teaching takes a long time, which depends upon the teacher's special abilities. This can range anywhere from two hours to a day or more. Both the teacher and the student will be busy during this time and effectively out of the story, unless something happens and they interrupt the training session. It'll probably be some time before anyone gets a chance to train.
I'm not going to have time tonight to post an update, but perhaps tomorrow. I might even do a major update if Stardreams posts and there's enough time.
Regarding the relay: this is something that could be done later, once you have a reason to. You would need to decide early on which destination you want to patch Warren AFB through to, and you'd have to convince Lt. Malone that it's a good idea. Lewis made his Computer Use roll, so he'll be able to do that part of the job at any time in the future. You should let Mikhalin roll for Electronics (her skill in this area is higher as well) - this is a separate roll from the Electronics roll she needs to make in order to be able to use the equipment at will. If she makes her second Electronics roll, then she and Lewis can set up the relay working together. Mr. Foo made both rolls previously, so he can do the entire job himself - but Captain Lereux isn't about to let him back into the motel. Lewis has taken enough actions already this round, I think.
Malone is in charge of communications, and right now her priorities are first to get a handle on the world situation and exchange information with the base, and second to move the comm gear upstairs to a more secure location. This operation will take about 45 minutes with the help of Lewis, Mikhalin, and Malanowski. Setting up a relay would come afterwards if there's a reason to do it. There's no need to connect Warren to another listening post, since Warren has sent this team to operate Mr. Foo's post directly.
