While I can appreciate fo1from a writing standpoint its very boring as a game. As a game fo4 totally trumps fo1. That's why I like fo4 more. Games aren't supposed to be art; they're supposed to be fun. And when they happen to be both that's great but... Let's be honest that never happens. So we should be happy fallout is finally fun.

Fallout 2 sucked.
Pretty much everything. There's a huge difficulty curve, it's imbalanced, the story I feel is a regression from F1's, the characters are unlikable, I find the villains to be boring and bland, and tbh, the game as a whole feels rushed, unpolished and just unenjoyable. Not only that, but more overall roleplaying, considering the amount of skill checks and alternate ways to complete. Hell, you get a science,repair and sneak(for I Fought the Law) just in Primm, though I think an isometric/turn-based gameplay would fit better New Vegas then an arpg.I agree.
