Ehm, yeah, or Gnomes are just based on what gnomes are usually based on in fantasy. I really think you're reading way too much into this. As for Gnomes - I don't recall their elites plotting to rob humanity from magical/spiritual powers and to impose their religion on everything that moves, so they may be something else.

As has been explained, yes, there were black vault dwellers other models. However, those only had the gun-less, armor-less models. Having to add models for every combination of armor and weapon would've taken a lot more disk space and trouble, hence why they stuck with one male and one female model.

The choice for a single male and a single female protagonist model stemmed mostly from that limitation.

They had a black model for the Metal Armor, Combat Armor I’m not completely sure if there was a black model for it, but since only the lower part of your characters face is exposed how much space would it have possibly taken to paint it black. Powerarmor doesn’t expose anything so what’s the problem?
