I do believe its a prez making a funny face without knowing it. Its supposed to mean "I Don't believe there is a cabinet quorum, so why are we going forth with the cabinet meeting?"

So now I get the reference as well, there was a friggin' Nixon doll in FO2.
Ah well, I guess such a subtle reference and the fact that I was too much of a retard to remember the fucker's name immediately, should give you an extra point, eh?
