Notice the little Civil Defence logo on his helmet? It's Bert the Turtle, the main character of Duck and Cover.
And yeah, it's a shame that the name Fallout Boy was adopted by that band. However, PipBoy isn't the guy that's shown in various poses and situations in Fallout's character screen (and the intro movie). That guy is mostly referred to as Fallout Boy or Vault boy. PipBoy is the do-hickey the Vault Dweller wears on his wrist (and, if I recall correctly, it shares the name with the red-haired dude drawn on the PipBoy itself).
Therefore, Vault Boy > PipBoy. At least when you're not referring to the device. =)

Also, it's Vault Boy. Pipboy is the device and the little duder that represents the device, whose design was based on the Bob's Big Boy mascotte. Vault Boy's design was based on the monopoly cards.

I like it 'cause it's Pipboy and we all love the Pipboy. It'd be better if it wasn't so tightly cropped, though.
