No, it's from Fallout 2, IIRC -- though unused in the actual game.

The "X-Comish" one is from Wasteland if memory saves me right.

I can just imagine him in one of those adventure games where the characters produce speech bubbles while making a "wa wa wa wa wa wa wa" sound as opposed to any form of speech.
