That is rather silly, maybe he just don't know what Morse code is? Although to be honest I am not too keen on my Morse code either, but I love the idea of coded messages and other carefully placed hints at plain sight. It also done right, with small reveals to keep our interest/discussion, giving the fans a chance to work it out without showing their hand. Overall the whole emergency broadcast fits very well into the theme.

His first point is true, though I am not certain if for a huge IP like Fallout it's a good or bad thing.(especially if they are not close to release yet) They don't want their reveal overshadow by some new COD or its time in the headlines limited because there are so much material around.
 
there's absolutely no way to tell if it's true or fake but a guy on kotaku commented:

''My wife auditioned for Fallout 4, for the voice acting of the lead female. I've read some of the script, including the new "War never changes" opening monologue. It's coming, but probably not until late next year.''

and the author of the article took him seriously answering: ''You should send me an e-mail! jason@kotaku.com''
