They didn't even made that well, the game would sometimes crash with a "Fallout 3 has encountered an error and will now close" while exiting if we used that button.
You shouldn't have to.
Too bad the rules and the system didn't even try to utilize those lore or at least find a connection through mechanical means. That's what you get when you put proper gameplay mechanics designing as a secondary concern.
That does not bode well for the game's actual depth if the player has to bring in their own depth.
