For the East Coast, nobody has resources to take on the Brotherhood. I don't see how the people of the Capitol Wasteland didn't go to war with the BrotherhoodBased on lore for New Vegas, they at least wanted to try that. Or wanted to keep the tech of the NCR down.
The only difference is that the West Coast, with the NCR, was actually recovering and had resources so that went south fast for the Brotherhood.

Well that's Bethesda for you. Shit writers. If I had to write Fallout 3 in the CW. I would've never brought super mutants into the fray. The only ones that exist in 2277 would be the remnants of the Master's Army coming to set up anew under a new leader.
