Not to put to fine a point on it, but when I look back and compare Fallout to it's RPG contemporaries, it's a better RPG than others because of the PnP RPG elements, not because of 1950's retro-futurism.

I'm not disagreeing with you on that. I'm disagreeing with you on whether Fallout is different from other PA settings and on whether FOBOS and FOT were faithful to the Fallout setting.

You would have a point on the latter if there was a failed spin-off faithful to the Fallout setting, but differed greatly in terms of gameplay. But both spin-offs diverged from Fallout in terms of both gameplay and setting. If Jason Anderson's Fallout Online is ever released, it probably be an example of a spin-off faithful to the setting, though.

Was that the same thing we assumed with Chris Taylor & Tactics?

Sure, but Jason's involvement with FOOL is bigger than Chris's with FOT. Unlike Jason, Chris was not in charge of the project and nothing we know so far indicates that FOOL is being outsourced to an overseas company. So while, if it gets released at all, I expect gameplay to be bad, I also expect the setting to be faithful to Fallout.

Sorry.. but how true can a MMORPG be?
Not very, that's what i would say.
WoW has some more or less big continents, but especially later you stumble every 5 minutes over some other player (either allied or enemy).
And such frequencies of 'encounters' doesn't feel very faithful to the Fallout setting for me. And i don't think you will get much more space per player. Because more space per player means more costs per player.

I was unaware every MMO has to be WoW.
