Really the only part where he flounders is on the FO3 questions, which I don't know how much you can read into it except that he either has nothing to say or he's making shit up. Regardless it doesn't inspire much confidence.
Give it a year or two.

Mocking Bethesda and taking any small comment from them in the worst possible way here on the forum doesn't bother me one bit.
Bethesda's PR reps' job is not to give you all information there is about the development of Fallout 3. Bethesda's company policy seems to be to keep things under wraps until far into development. We didn't hear anything of Oblivion until it was 2-3 years into development.
They couldn't have begun full-on development of FO3 until late last year or early this year, so I wouldn't worry about lack of information yet.
As usual, he said nothing concrete, but it can be surmised that many elements of the game are already done and a playable build may already exist.
Give it a year or two.

I found his unabashed abandonement of PC gaming more disconterting than the his FO3 mumblings. He's pretty non-chalant about it all, but why not, it fits into Bethesda mass-market cross-platform agenda.
