At weapons-grade powers the absorption doesn't really matter all that much; even small fractions that are absorbed will immediately destroy the material, causing the absorption to increase even more.
Proper laser-armour would probably be like an ablative heat shield, since it's simply impossible to really absorb the laser energies at these levels. A weapons-grade laser would deliver energy on par with a firearm per shot, but likely to a far smaller spot, so dissipating these energy levels is simply impossible. Especially with ultrashort pulses, where the usual linear optical absorption doesn't work anymore.
