Unfortunately, marketing guys often have much bigger effect on game development than design docs. As you very well know, one of the reason Fallout was such a great game is because the marketing department wasn't involved. The second game, however, clearly shows the extra-added value and unconventional wisdom of the marketing people: No, no, no. You guys are doing it all wrong. A starting dungeon is a must! What? Yes, a dungeon. People like dungeons, so shut the fuck up and give them a fucking dungeon.Considering that a design doc is used while making the game while quotes from marketing guys usually aren't, I would disagree.
