What game was this?

Stag got the game right, Dead Guy got the towns right. The pic is from the PC EGA version, which might explain their look. (I played it on a CGA comp, for anyone that cares.)

The second one is still up for grabs.

Reminds me of one of my favorite NES games, Cobra Command, but this is clearly not NES, and it doesn't look like the arcade version. Can't think of any other versions of Cobra Command. No idea...
