why is army in fallout universe so undeveloped?

Both really. Tactics is canon. Bethesda won't be consistent with the weapons anyway. They will make another rifle soon and say it is the standard army issue weapon that we never saw in the other games.
 
I want to see a gun that shoots bananas, may not fit in the Fallout universe but what would be funnier than assaulting a super mutant with a gun that shoots bananas?
 
Tactics is the main offender of the real world weapon usage. Many people didn't like seeing the Humvee, most likely preferring the old Jeeps. I prefer them using weapons that are more of a combination like the Service Rifle in New Vegas.
In FO2 there are already bunch of newly added real world weapons, so I made my own version of "canon tuning" mod to replace them, at least giving some of them "generic names" (e.g. Pancor Jackhammer to Riot Shotgun).

Probably released 2 or 3 days before the bombs droped ... and more advanced and sophisticated then anything else they had! And it will be labeled as hand gun even though it looks like a heavy machine gun.

Why rename?

The Pancor needs no renaming. Why is a 'real' firearm in your eyes considered to be non-cannon ... It's a game world about an alternate timeline of our own reality, there's no reason whatsoever that they'd not have the weapons we have.

I would consider it to be more cannon fitting that fallout has real-world elements.

Personal preference, probably similar to why Tagaziel made his canon tuning mod. Plus I just got used to the "generic names" style (e.g. 'Assault Rifle' instead of 'AK-112' as the item name.)
I never like the idea putting lots of modern real world weapons in Fallout games (FO1 only has Desert Eagle, FO2 has more modern guns, and you can guess one of the reasons why I don't like FOT), along with Bethesda retconning 5.56mm as the standard assault rifle cartridge. Well, at least I can mod my own game.
