There's no such thing like "fo2 head palette". Engine is using one palette for all frms. Also, could you explain little more precisely what problems do you have with FO's palette?

If you're using Photoshop:

Image --> Mode --> Indexed color --> select "Custom..." in the "Palette" field --> Load... (you must load FO's palette). Next you must change "Dither" from None to Diffusion or Pattern. Save the image.

Here's your image after conversion to frm:

-------------EDIT
If you're not able to change the palette in the way as described above, you can try to add some "Noise" to the image before conversion. Sometimes it helps. I posted about it somewhere...

I like the way this guy puts ! at the end of everything, anyway i got a question, are these moving heads or jest like stand alone head that dont move?

I think it's static.

Anyway i like this mod because i had an idea from some time ago to add a mini-boss/party member to Sierra Army Depot and i was thinking about to add a portrait to him but it would have to be static, so with this mod it won't look "out of the scene" :D

I remember. Still on my 'to do' list.

To animate the heads will be TO LOTS OF WORK!

And this mod will be (final version) have 3 new heads each city.

I will make a first release when i have finish the first three(Arroyo, Klamath and Den)

Byt he way here's some great work by Hope

Is the pallete from FrameAnimator the RIGHT?

Edit:
IS there a better way beacaue ist looks much better, but not so good because of the points in the face with 640x480 it looks not so nice INGAME!

Yes, "Default.act" file.

-----------------EDIT
Try to remove "mirror" effect from Buckner's House background. It doesn't look good. Other than that: very nice art :ok:

and what is a mirrow effect sorry i'm not good in PS i have PI
I'm too lazy to make examples, so look closely at the wall, not at the window or rust but only at "background".

Now, try to imagine symmetry of the image. Left side (or right) of the wall is fliped horizontal, next copied and pasted to the right (or left) side of the image.

I'm calling it "mirroring".
