Well I wouldn't immediately call them infidels, more like really ignorant on the subject of Fallout.
Its so depressing that Fallout 3 is actually geared towards those kind of people instead of the fans who really have been waiting for a new Fallout RPG.
As for being Steampunk

Fo1 and Fo2 werent Steampunk, not even in the slightest.
Fo3 however looks a bit steampunky looking at some of the concept arts... or at least more fantasy than postapocalyptic
Fo1 and Fo2 were quite "realistic". At ,l east there was no magic, wizards or anything like that. All the devices, weapons and so on had a certain authenticity, they could actually work. Of course it wasn't described how they would work, for example the plasma rifles, but they were implemented as something that was supposed to be seen as something that works on a realistic basis like physics.
And for me, that was something that made the game very great.
However Steampunk and Fantasy don't follow this philosophy, it works because they say it ( just like with religion- it is so, because it just is - no reason or logic behind it ) and i hope Bethesda wont take a step in that direction. But i think they will and they already did and there are many signs they will step further. Just think about the carriable nuke launcher thing,...
