Amusingly, I'd set up something like NCR.

"The Mojave Republic."

It'd just be a competing nation to NCR to make sure neither nation grew too powerful. Basically, NCR needs a buffer state between it and the Wasteland beyond so it doesn't become an expansionist nutcase state. I imagine the King would be the President after the Courier's 2-4 terms.

I would also do my best to offer peace terms to NCR in terms of electricity, water, and land which I'm going to make fertile with that Vault information. I would also point out the benefits of having a Securitron army next to the lands beyond to help as a defense against NCR's enemies.

I'd also make an alliance with the Boomers just in case NCR gets some funny ideas.

:yuck: Who goes to all the trouble of creating a country only to give up their power? If I'm taking over a nation I'm going to be emperor.
 
And if the king declines like he does so often?

Plenty of other opportunities, it's who the people select after all in a democracy even if it's a dumb idea. I did a whole little "what if" fanfic for myself of what happened to who in my Independent Vegas run.

I'd probably have my Courier ask Boone to train new set of Mojave Rangers.

Ask Rose to head up the economic development of the trading system.

Also make a trading alliance with the New Caananites.

The Brotherhood of Steel has to go because, brother or not, they will consider my Securitrons THEIR Securitrons. I'd use my Science 100 and Int 10 to work with the Big Empty and try to see if they can be used in a way which isn't complete insanity. Maybe also mount some more expeditions to the Sierra Madre for replicators.

It'll have some downsides like the fact NCR doesn't forgive easily but if Kimbell isn't assassinated then I see them possibly becoming friends.

Interestingly, in my playthrough I wiped out the Omertas and in my headcanon, the Courier gave the Gamorrah to the Atomic Wrangler's owners with the orders. "Do what you want but pay taxes and no slaves."

I imagine the place's tenor took a bit of a dive but attracted a new clientele.
 
A Constitutional Monarchy with strong Libertarian ideals.

I would set my self up as King (not the King haha) but with 2 complete sets of government always watching out for one another (senate and parliament). I would have the senate be directly appointed by me with a total of 20 senators taken from my close allies and friends I have made, we would be the WatchGuard of the government with only power to veto the parliament choices after the initial constitution is formed. The constitution would follow much of the US constitution allowing much personal freedom. I would ensure and support the Followers, the Gun Runners, and the sharecroppers are run as business with the followers handling science and medicine to begin with, and the Gunrunners handling weapons, and sharecroppers food. The strip's casinos would continue to operate autonomously as business. All towns would vote for a mayor to run municipal matters, and a number of MP's based upon population. The strip, freeside, north vegas, westside would all be run as separate towns ensuring that New Vegas as a region (not town) did not have an overwhelming amount of power within parliament.

My economy would be based on raw materials from the mines around Jacobstown, salvaging, and selling of power to the NCR. My military would be based on 3-4 separate divisions, Boomers forming the core of an air force, Brotherhood heavy infantry (they are allied right now and hopefully some like Veronica could be talked into this, the rest will be left to their bunker to do as they wish as unless they cause problems with their neighbors). Boone trained infantry and special forces.

My government would only provide the basics that government should. Policing setup by municipalities, Roads and military security. Maybe some basic healthcare but I as a Canadian am starting to believe that universal healthcare just holds everybody back and even if provided it would be a two tier system of public and private.
 
Enlightened Despotism/Benevolent Dictatorship where I have all the power but I legitimately look out for the interests of my people. The leaders of each major (surviving) faction would be on my team of advisers to represent their factions but they don't have any power over whether or not I listen to what they say and are mainly there to placate them as I work on assimilating them into one unified culture.
My economy would start pretty mixed (with my own currency backed by Sierra Madre/Legion/mined gold) but as the Nation slowly become more and more unified and there was a real single cultural identity among the people of the Mojave I would slowly move into more and more increasingly National Socialist policies.
