Fallout is quite a comical series, don't really blame him for this if it is true. If you are referring to all those pictures of Todd Howard in the battle of Waterloo as Napoleon, those were modded in I believe.
EDIT: Also, thank you Emil for putting Social Responsibility in front of Player Choice. Because it's SO much more socially responsible to let you go on mass killing sprees and be forgiven three days later, then it is to make children killable but have dire consequences for killing them.
