The NPCs in FO4 have as much attention span as the average Bethesda fan.
Just removing the time stop flag doesn't count as developing a whole new system and it also doesn't means it works automatically.
Characters walking out of conversations is the worst, if bethesda wanted "dynamic" conversations they should make a good system for it.
To every game that has narrative and world building as a supposed focus.
