Most things we do are this to be fair. It's useful for us to have a clear way to communicate or a basis to work off of. Sometimes it's a bit too abstract to accurately represent what is reality but we'll adjust over time I feel. We have before.

I think it's practicality. The US has an image to uphold, democracy to maintain - public opinion matters to democracies, because leaders and parties will lose their shot if they fuck up too hard. Russia has the luxury of not giving a shit about that, and can conduct warfare much more wrecklessly.
