Really, what's requireents to see JOE in Vault City (Courtyard) ???
I was there at 6:00, 12:00, 18:00, 22:00 and nosign of him or anyone with black jacket and blue pants :/

He's either in the bar or somewhere by it outside.
 
For the orphanage I've had something like 9 INt and 85 speech, and no peaceful solution. For a peaceful solution you need 110. I've leveled up put all the point in speech and I've got the peaceful solving of the quest. But I think it's a bit high requirement for a quest that happens at the beginning of the game.
As for the bucket part of the Primitive Tribe well quest, you attach the bucket to the rope , just like you charge the car?! Why not a use on option?
 
Barking man and EPA

what's the deal with the barking man? how is he related to EPA. I just cant figure it out. I also found a password paper in EPA that does not give me any password - does it have to do something with some doors in EPA - cause I still cant override some (I got the password from the hologram)

The password paper just opens two lockers. If you have the paper in your inventory you can open them, if not they're locked.

Also having problems to open some doors on the green level (need override code)
 
Need help with: Primitive Village

Done the following quest:

- Bring spears and knifes.

- Find some firewoods.

- Help the shaman.

- Fix the well.

Now how do I get the quest of getting the shaman some broc flower and xander root (he only greets me after I helped him) so I can go into the cave :ugly:

I got all the passwords from all the holograms (I think). But still I cant override some doors (already mentioned which earlier in this thread)
 
You also must save Sulik's sister.
My suggestion is as following: make a trip to NCR. Enter the city, talk to deputy Karl, talk to Elise, free the slaves outside NCR(science skill at 85), get the quest to eliminate the slaver camp(don't bring the rangers with you). Exterminate the slaver's camp(I hope you've got the location from metzger before killing the bastard).
Get back with Sulik's sister at the primitive tribe. talk with the guy who gave you the quest to bring the knifes and the spears. talk with the guy guarding the cave. Rush to save the warrior, heal the warrior's leg(hopefully you have around 70 Doctor skill). Report back. Quest completed.
Never got the broc and xander quest, but I'm idolized after doing all that, minus borc and xander.

*First, you must talk with the Barking Man... you character will say something about epilepsy. Then you go to EPA, you read the informations in the computer which contains the seeds (you know, the one close to the beautiful garden :mrgreen: )... now, in the computer, there should be informations about how to cure somebody who has epilepsy... then you go back to New Reno, and you say what you've learned to the Barking Man... simple, isn't it?

Not so. There's two peaceful solutions. I made the harder one with Int. 8 and speech 82.
You need a high speech to get the dialog options, then there's a speech-luck roll (or whatever you call it). Just save and load if yor not happy with the outcome.

Done the same but the terminal says nothing about epilepsy. got int 9 (10 with mentats) and sciense 130+

Yes. Apparently the devs wanted to bring him back as "Old Joe"
