Fallout 3 Broken Steel DLC to change ending

A CD key or serial code is not equivalent to rootkit software. I have absolutely no problem with CD keys and fully encourage companies to use them (it's not like it's any less secure given how fast games are cracked anyways, and it's cheaper to boot), I just have a problem with anything more.
 
So if someone purchases F3 a year from now, is Broken Steel going to automatically be included and patched into the game?
 
Probably.
An 'RPGoTY' edition with all the DLC in it is a possibility some time in the future.
Might take them more than a year if they keep making these smaller add-ons and maybe even a full expansion later.
