Literally, none. Idiomatically, yes, it's kind of like saying "the best thing since sliced bread". He could mean either thing, tho'...
 
To bad it is a TV review and I didn't record it but the Dutch game TV program "Game Kings" Just reviewed Fallout 3.

They brought up if the people of other shooters such as Far Cry 2 had a look at this.

That Bethesda pretty much created the genre or these kinds of games.

At least one of the reviewers said that this was the best game he had played in years.

True, I mean what are the qualifications of many gaming journalists today? There's no college that offers "Video game criticism" as a major and I think you'd be hard pressed to find any class relevant to video gaming specifically. Gaming journalism is still in its wild west stage; it's going to take a lot more than people realizing bloggers aren't journalists for it to move out of this stage.
 
I just watched Yahtzee's Bioshock review on zero punctuation. Funny how it seems to fit Fallout 3 so good.

Wouldn't it mean he likes it less than Bioshock but more than all games released inbetween? And probably likes some games released before Bioshock more than Bioshock? That's how a cynic who sees game development in the last decade as a downward spiral, like me, sees it anyway.

Indeed. What it means is that the most recent game (possibly of similar/the same genre) that was better than it was Bioshock. Whether or not there are games better than Bioshock is not addressed but having watched many of his reviews including the Bioshock one, that is not the case.
