At least "arrow to the knee" had solid meme value and seemed consistent within the game world.
"Patrolling the mojave makes me..." want to kill whoever wrote that line, and scream things like "Nobody would ever say that!" at my screen.
If you occasionally end up privy to useful information by eavesdropping on the random NPCs bantering, the mechanic can add signal to the game amongst the noise, and lead to quests that aren't the PC doing the bidding of others all the time. It provides an alternative to fetch quests that feels more organic.
If it's just sounds to make us think people live in the city/area it gets annoying fast and it's on par with poorly done ambient bird and wind noises in the forests in most games. Ambient conversations can easily become a way for developers to claim they are making the game immersive, when in reality you can no longer suspend disbelief after the 3rd time you hear that guy repeat the line in passing, or that bird let out the same annoying shrill cry every 2 minutes all day long.
