Why not?
While the modified FEV is not canon (in the game FEV is never mentioned at all, Attis was looking for a 'cure' for sterilization caused by mutation), the Vault Tec secret Vault is a lot better than any of the locations in Bethesda's Fallout 3.
Rubber comes in all colours, infact I made a robot years back with rubber wheels about that color (more saturated though).
