Unless he changed my work on this there is AC. Armour worked the same way in FO, it provided a reduction in the chance of a shot hitting the wearer and reduced the damage of the shot if it did hit.

Did you ever consider making two differnt types of "armor class"
deflection and evasion?
one makes blows glance off of you, and one has you completely dodge out of the way.
